This study asks whether democracy matters in foreign policy and how it might influence foreign policy strategy. Using a comparison of Indonesia’s foreign policy strategy in two different periods and informed by Mill’s Method of difference, this study infers that democracy matters and indeed plays a significant role in foreign policy.
